Notice to all town residents

Citizens are reminded that signs are not allowed in the Town of Eau Galle right of way, normally 33ft from the centerline of the road. This includes real estate signs, advertisements and any other signs. All signs that are in the Town right of way will be removed by the Town and the owner of the sign will be charged for the expense involved.

Minutes of the Dec. 14, 2021 Town of Eau Galle Board Meeting

The regular monthly meeting was called to order by Town Board Chairman Lund at 7:00 PM at the town hall.

Chairman Lund indicated that the notice of the meeting was posted as required by statutes and noted one additional item was added since the November Agenda was published in the Baldwin Bulletin (minutes of the 2022 Budget Hearing).

The Town Board members present were Kevin Larson, Amy Shafer, Jim Lund, and Nicole Olson.

The agenda was approved with one correction in item #11 (changing ordinance numbers to 2021-03 and 2021-04) on a motion by Amy Shafer second by Kevin Larson, motion carried.

Minutes of the 11-08-2021 Board Meeting with one correction were approved on a motion by Kevin Larson second by Amy Shafer, motion carried.

Minutes of the 11-08-2021 2022 Budget Hearing were approved on a motion by Amy Shafer second by Kevin Larson, motion carried

Treasurer’s report and bills were reviewed. Motion by Kevin Larson second by Amy Shafer to approve the bills as presented, motion carried.

Building and Driveway Permits issued were reviewed.

Clerk reviewed correspondence and emails.

Chairman Lund reviewed a request from Dennis Gossel for 3 lot CSM in Section 1. Motion by Amy Shafer, second by Kevin Larson to approve 3 lot CSM for Dennis Gossel in Section 1 with the condition that lot 2 is not built on until state or county approves a sanitary system, motion carried. Map signed. Clerk to send approved minutes to Dennis Gossel for his records.

Chairman Lund reviewed a request from Kevin Larson for 1 lot CSM in Section 27. Motion by Amy Shafer, second by Jim Lund, to approve 1 lot CSM for Kevin and Barb Larson in Section 27. Kevin Larson abstained from voting, motion carried. Map signed.

Clerk Olson reviewed the need to appoint election inspectors for a two-year term which begins January 1, 2022 and ends December 31, 2023. The Political Parties, Republican and Democratic submitted lists. The Republican list contained two names, Jennifer E. Flanders and Stephanie Supri and the Democratic list contained one name, Lyla Larson. The board has previously appointed 6 Election Inspectors per term. Motion by Amy Shafer, second by Kevin Larson to appoint all election inspectors submitted by the political parties as well as the following unaffiliated election workers for the 2022-2023 term, Jennifer Flanders, Stephanie Supri, Lyla Larson, and unaffiliated election inspectors Connie North, Cheryl Hovde, and Jacylyn Mathison, motion carried.

Chairman Lund reviewed changes to Ordinances 2021-03 and 2021-04. Motion by Kevin Larson, second by Amy Shafer to approve Ordinances 2021-03 Nonresidential Building Permits and 2021-04 Building Code Ordinance for Residential and Commercial, motion carried. Clerk to publish changes in the Baldwin Bulletin.

Road Work:

  • Town was awarded $16,000 LRIP funding for the 20th Avenue Project,
  • SW corner of the town trees have been marked for removal that are hanging over the road and causing obstruction or other hazard. The cost may be more than $20,000.
  • Road ratings are complete and have been marked on the map. Worst roads are 10th Avenue and 20th avenue. Others to keep in mind for 2022 road construction is 47th Avenue and town’s gravel roads.
  • The county would like a list of road projects sooner rather than later. Some things to consider:
    • All town gravel roads need work
    • Roads to sealcoat?
    • Spraying or mowing ditches this summer?
    • 47th Avenue project will be approximately $25,000
    • Road Shouldering may be needed as well.

ARPA UPDATE:

  • No update

CHAIRMAN’S Report:

  • On December 9, 2021 Chairman Lund attended the Village of Baldwin’s EMS/United Fire and Rescue-Baldwin Station Facilities meeting. Village of Baldwin has an estimate of 9 million dollars to build this new facility. Village of Baldwin feels Town of Eau Galle’s share of this project is 10%, roughly $574,000.00 They recommended Town of Eau Galle take a 20 year loan to cover their share of building this facility in the village of Baldwin making yearly payments of approximately $42,000.00 for 20 years in addition to the Assessment fee of approximately $40,000.00. If not all towns comply with this request for funding, Eau Galle’s portion will increase. It is unlikely Hammond, Cady, and Springfield will comply. It appears Village of Baldwin has obtained only one estimate for building this 9 million dollar facility.
  • District 19 County Board member is up for election. Unlikely that incumbent Bill Peavey will run this term.
  • Current checking account balance is roughly $144,000 at this time, Board to think about if we would like to make an early payment on our current loan and avoid some interest fees. Clerk to look into this further.
  • Next Ordinance to review is the Land Division Ordinance
